Allowances

OTE, a.s. has been managing the Czech Emission Trading Registry under authority of the Ministry of the Environment of the Czech Republic since 2005.

The Registry keeps the accurate accounting of the issue, holding, transfer and cancellation of allowances. For this purpose OTE, a.s. uses the software Seringas, which was developed by the French company Caisse des Dépôts et Consignations.

The allowances and Kyoto units are held on Party accounts, Operator holding accounts or Person holding accounts. Under the Act No. 695/2004 Coll. the operators of installation, which have permit to exhaust Greenhouse Gasses from the Ministry of the Environment, have the obligation to open an account in the Registry. Person holding account can establish any individual or legal entity including the operator of an installation who already has Operator holding account.

The European Union Emission Trading System (EU ETS) commenced operation based on Directive 2003/87/ES. According the regulation No. 2216/2004 each EU member state has to establish and administrate its own registry.

The EU Registries were incorporated to the system of Registries under the Kyoto Protocol in 2008.
