Automatic registration of new users and transfer of imbalance responsibility

  

    1. Automatic registration of new users

OTE’s contractual partners perform registration of their new users in CS OTE automatically through authorized persons appointed by them (holding a valid certificate). Automatic registration in CS OTE of new authorized persons of OTE’s contractual partner is conditioned by sending a verified, filled out form Authorization to register other users and imbalance transfer.doc (60 KB).

The authorized persons appointed by OTE’s contractual partner shall register in CS OTE new users of the relevant contractual partner of OTE via electronic registration Form C, and they are responsible for registered data of the newly registered users of OTE’s contractual partner in CS OTE.

After performing registration the authorized person sends public part of the certificate of a new user to OTE’s email registrace@ote-cr.cz, resp. registrace-plyn@ote-cr.cz.

In the event of any change to the list of persons authorized to register in CS OTE other users of OTE’s contractual partner, the relevant contractual partner of OTE shall send OTE an updated, verified form “Authorization for registration of authorized persons”, whereby the Market Operator shall execute the change in CS OTE within five business days after the receipt of the form.

In the event OTE’s contractual partner cannot register its new users automatically or it is a case of a new agreement, an alternative method may be employed consisting of sending a verified registration Form C to the Market Operator as an e-mail attachment to registrace@ote-cr.cz, resp. registrace-plyn@ote-cr.cz, or by post. On receipt of the verified form, the Market Operator shall register in CS OTE a new user of the respective contractual partner of OTE within five business days after the receipt of the form.

 

    2. Automatic transfer of imbalance responsibility

OTE’s contractual partners transfer / assume imbalance responsibility and file any change in transfer of imbalance responsibility pursuant to the provisions of the Market Rules automatically through authorized persons appointed by them (holding a valid certificate).

Electronic transfer of imbalance responsibility between OTE’s contractual partners is conditioned by sending a verified, filled out form Authorization to register other users and imbalance transfer.doc (60 KB).

Authorized persons of OTE’s contractual partner shall send electronically requests for transfer of imbalance responsibility of OTE’s contractual partner to the respective Subject of Settlement (“SZ”), or they confirm electronically requests of OTE’s other contractual partners for assuming their imbalance responsibility, and they are responsible for the registered data.

Following subjects transfer primary imbalance responsibility on electricity market:
      •  (Local) Distribution System Operator to SZ
      •  Registered Market Participant to SZ
      •  Regulation Energy Provider (if not SZ) to SZ
      •  Balancing Market participant (if not SZ) to SZ

      •  SZ to SZ

Following subjects transfer primary imbalance responsibility on gas market:
      •  SZ to SZ

In the event of any change to the list of persons authorized to register changes in transfer of imbalance responsibility of OTE’s contractual partner, the relevant contractual partner of OTE shall send OTE an updated, verified form “Authorization for registration of authorized persons”, whereby the Market Operator shall execute the change in CS OTE within five business days after the receipt of the form (by assigning the “Responsibility Administration” role).

In the event OTE’s contractual partners cannot transfer imbalance responsibility automatically or it is a case of a new agreement, an alternative method may be employed consisting of submitting to the Market Operator the form “Registration of data on transfer of imbalance responsibility” verified by both contractual partners. On receipt of the verified form, the Market Operator shall register in CS OTE the transferred imbalance responsibility between the two partners of OTE within five business days after the receipt of a paper copy of the form.
