Regulating Energy Settlement
Concluding a contract about regulating energy settlement
1. Requirements
The basic requirements for start a deal about concluding Agreement on regulating energy settlement (Czech only) (PDF 250 KB). with a regulating energy provider ("RE provider") are:
- registered (company or branch) in Commercial register Czech Rep.
- valid agreement about providing regulating energy with ČEPS, a.s.,
- valid license for electricity market given by Energy Regulatory Office
2. Complete list of items for Agreement
For the Agreement completion the RE Provider must send via email (registrace@ote-cr.cz) request for agreement completion with these documents:
- filled out reg. form type „B“ (DOC 180 KB) – the Participant obtains reg. number (PID) and becomes Registered Market Participant (RMP),
- if the Participant is already registered, registration data are updated based on PID and filled out reg. form type B,
- filled out 1st page of the Agreement (DOC 25 KB) according yours company data,
- filled out reg. form type "C" (DOC 106 KB), on behalf of each person who will be accessing to the OTE’s CS - access of persons to CS OTE is not necessary condition for this agreement.
- the table of Persons authorized for communication (DOC 41 KB),
- an e-mail address that OTE will use for sending the Agreement ready for sign in pdf format.
3. Persons registration
OTE register RE Provider in CS OTE (according to form type B) and assign Reg. No. (ID USER), according to data in form type C, and send the Reg. No. to the RE Provider.
4. Access to CS OTE
After obtaining PID and acquiring ID USER (the unique number of registered person), RE Provider manage access into productive and test environment for its persons. Security items can be obtained either via certification authority OTECA (Logica Czech Republic s.r.o.) or via I.CA for details follow up to http://www.ote-cr.cz/registration-and-agreements/access-to-cs-ote.
5. Agreement
OTE prepare a fair copy of the agreement and send in pdf format to e-mail address specified in Part 2.
6. Activation in CS OTE
a) RE Provider returns to OTE the signed agreement in paper form (2 copies). Furthermore handover followings:
- Originals of forms types "B" and "C" that are signed
- Certified copy of extract from the Commercial Register
- Certified copy of the appropriate license
- Proof of bank collection registration to the OTE account
- Proof of gaining electricity without TAX / TAX free - on RE Provider's request
- Proof of registration for VAT in the CR
- Primary imbalance transfer Czech only.doc (40 KB) - if RE Provider is not Subject of Settlement.
b) RE Provider must meet followings conditions:
- must have established a bank collection for the benefit of the accounts of OTE. SZ bank account must be kept in a bank located in the CR,
- must send protocol about imbalance responsibility transfer to subject of settlement,
c) The agreement take effect upon signature day and effectivenes after transfer imbalance responsibility to Subject of settlement (if the protocol date - imb.resp. transfer - is older than signature day) and after collection order in favor OTE.
d) New RE Provider will be activated in CS OTE on 1st day of the following month when the agreement has taken effectiveness. Concurrently on request new RE Provider will be given access to the test environment of CS OTE - Sandbox.
